Basis New American Restaurant in Phoenix gets my vote as most romantic. It's an especially great place to get engaged or surprise a loved one as the staff works directly with you to prepare the perfect night. I should know, my hubby proposed to me there with a custom menu that spelled out how he felt.

Whimsical items like lobster cheeseburgers and won ton tacos only add to the fun. And while hidden in a strip mall, it is a true gem where the wait staff calls you by name and caters to your every need. And if you like to stay under that radar, you are in good company here - there are only about 15 tables in the entire restaurant!
